In some cases, Step 1 will be all that is necessary to get your COE, depending on the amount of information that the Veterans Administration has in their database regarding your eligibility.
Obtaining A VA Certificate Of Eligibility
When you apply for a VA home loan, the VA determines your eligibility for Veteran loans. If you are qualified, the Department of Veterans Affairs will issue you a certificate of eligibility to be used when applying for a VA home loan. You will need to request a certificate of eligibility for a VA adjustable rate or fixed rate VA loan if you have not already done so. You may also need to request a Certificate of Eligibility for other reasons, including:
- An original determination of eligibility for the veteran loan
- A request to replace a lost certificate of eligibility
- A request for restoration of the Loan benefit after payment in full of a previous VA home loan
- Issuance of a certificate reflecting current outstanding veteran loans for refinance purposes

Already Have a VA Loan?
Did you know you can also re-use your VA loan eligibility for another VA loan if you have completed payments on your previous note and no longer own the property?
When applying for such re-eligibility, be sure to include copies of any paperwork that proves your old VA loan has been paid off -- a "paid-in-full" letter from your bank, or a copy of the "HUD-1 settlement statement" paperwork.
